While counties are limited to performing only functions assigned to them by state law, cities & villages have “home rule” authority under the state Constitution. This means that cities & villages essentially have infinite powers except for that which is restricted by state law, while counties have no powers except for those delegated to them by state law.

City of Kewaunee
Kewaunee is governed by a common council of eight alders from four districts, and a mayor. They all serve two year terms. The mayor and half the council is elected on even numbered years in the April non-partisan elections. The other half of the council is elected on odd numbered years.
